Negotiating frameworks

As a network service provider, under the National Electricity Rules, we’re required to prepare a negotiating framework setting out the procedures to be followed in setting up an agreement with a company or an individual wishing to receive a negotiated transmission or distribution service.

The negotiating framework details the terms and conditions that have to be met in order for a company to access certain transmission and distribution services. In the case of transmission it usually applies to a new wind farm or a new load customer. For distribution it would usually apply to public lighting and implementation of new technologies. The provision of negotiated services is subject to lighter regulation than the rules that govern the other regulated services we provide.

The negotiating framework for provision of these monopoly services to one or a small number of customers has been approved by the Australian Energy Regulator (AER). All negotiations with applicants for our services will be undertaken in accordance with these frameworks.
